To start with, you'll need to explain to them the threats and vulnerabilities of traveling with notebook computers. Provide real-world examples (found doing quick web search) on companies losing intellectual property and even people losing confidential personal information. This doesn't even include the consequences of potentially losing all of their hard work! Establish travel policies and make sure your users are aware of them and know of the consequences (i.e. disciplinary actions) that will be taken if they are not followed. Perhaps, most importantly, keep them informed about this on an ongoing basis.
