Developing for wireless devices

What is the difference between developing for PCs and for wireless devices? Are there any development processes for wireless devices as there are specific software development processes for PCs?
Wireless devices run a variety of handheld operating systems, such as Palm OS, Symbian OS, and Windows CE. SDKs and APIs differ for each operating system, device, and type of wireless interface. Developing software for handheld devices also requires extensive consideration of storage, display, and bandwidth limitations.
